Hazardous material incidents can occur anywhere in the state. The State Emergency Response Commission (SERC) is responsible for developing a State Hazardous Material Plan. Resources identified in the plan are intended to supplement, not replace, locally identified resources and response plans. The plan document does not replace the requirement for Local Emergency Planning Committees (LEPCs) to develop local hazardous material plans, or for Local Emergency Response Authorities (LERAs) to ensure their jurisdictions are trained and able to respond to hazardous materials incidents.
